Who handles it
Stuttgart's immigration authority is the Ausländerbehörde, part of the Amt für öffentliche Ordnung (public order office), department Ausländerrecht. It is at Eberhardstraße 39. Visits are only possible with a confirmed appointment. The city says staff shortages mean it can take a while to get one.
Getting a regular appointment
Appointments are usually arranged through the contact form or by phone. Which team handles your case depends on the first letter of your surname:
- three letter teams (A–E, F–M, N–Z) for general cases
- Team Fachkräfte und Migration (skilled workers and migration), split A–K and L–Z
- separate teams for refugees and for citizenship
You can submit applications through the online form of the Ausländerbehörde. The contact form is in German only, but you can use your browser's translation.
Emergency appointments online
If your residence permit, visa or Fiktionsbescheinigung has expired or ends within the next seven days, register online for an emergency appointment (Notfalltermin):
- Register each person separately, and only once.
- Upload your permit as a JPG or PDF.
- Appointments go out by email in order of expiry date. The reply can come after your old permit has expired.
- On the day, go straight in and show the email at the entrance. Your case is handled that day. The appointment cannot be moved.
A change of employer does not count as an emergency.
The Servicepoint and permit pickup
For some simple matters you can book online at the Ausländerbehörde's Servicepoint: transferring a permit to a new passport, reporting a lost passport or permit, and certain certificates. New slots appear for the next two weeks. For permit transfers, extra slots are usually released daily around 8:00 (Thursdays around 9:00) when staffing allows.
When your electronic residence permit (eAT) arrives, you get an email and can book a pickup appointment online.

The Welcome Center Stuttgart at Charlottenplatz 17 advises newcomers on residence, work, recognition of qualifications and more. It is run by the city and the regional economic development agency. It is an advice point and does not issue permits.
For documents and the Fiktionsbescheinigung, see the national guide.
